
Tiflo TV
While fulfilling its functions and exercising its rights as defined in its Charter, the Social Services Agency operates in interaction with state and local self-governing bodies, international and non-governmental organizations, as well as other legal and physical entities. In accordance with its scope of activity, it organizes the provision of state orders in the field of social services to municipalities, individuals, legal entities, and non-governmental organizations. Over 100 NGOs and other entities have collaborated with the Agency on various projects. The main purpose of the Agency’s state orders is to facilitate the lives of vulnerable groups and provide them with quality social services. Vulnerable populations, particularly children with disabilities, constitute the primary target group. Ensuring that children with disabilities become fully integrated members of society and participate in social life has become a key direction of the state’s social policy. In this context, since its establishment, the Agency has paid special attention to organizing social rehabilitation services for children with disabilities through social order mechanisms. In 2024, under the social order of the Social Services Agency of the Ministry of Labor and Social Protection of the Population of the Republic of Azerbaijan, the project “Implementation of Innovative Initiatives for Persons with Visual Impairments” led to the creation of the “Tiflo TV” mobile application. The purpose of the application is to facilitate access to educational and awareness opportunities for persons with visual impairments, support their integration into society, and promote their entertainment and knowledge acquisition through an innovative initiative. The application contains 215 films, including both feature and animated films, all provided in a tiflo (accessible for visually impaired) format.
Since its establishment, the Social Services Agency has implemented significant projects aimed at strengthening social protection in the country. In modern times, the integration of technologies into social services enables the provision of more accessible, effective, and inclusive support mechanisms for vulnerable groups. In this regard, the mobile applications developed under the Agency’s social orders represent successful examples of innovative social approaches. The mobile applications developed through various projects over the years have been designed for several vulnerable groups, including children with visual, hearing, and speech impairments, children with autism and cerebral palsy, families of martyrs of the Patriotic War, and parents of children with disabilities. Through “Tiflo TV,” films and animated content are voiced by well-known actors so that persons with visual impairments can benefit from the content by listening. Increasing social integration and accessibility of content for visually impaired persons is one of the key achievements of this project. More than 10,000 citizens have received social services through such initiatives. The implementation of these projects in the field of social services has contributed both to societal improvement and to the enhancement of individual lives. The goal is to make films and animated content accessible in an audio format and provide this content free of charge, thereby ensuring the integration of persons with visual impairments into society.
