e-AHİK

The “e-AHİK” project is an innovative platform created by the Azerbaijan Confederation of Trade Unions to digitalize the process of issuing hotel and sanatorium vouchers for its members. Previously, applications, document collection, voucher allocation, and payment processes were handled manually on paper, but the “e-AHİK” platform has fully transitioned all these stages into a digital environment. The main goal of the project is to ensure efficiency, transparency, and accessibility in obtaining sanatorium and resort vouchers, while saving citizens’ time. Initially built on a supply-based model, the system now operates on a demand-based approach – citizens can digitally log into the system and freely select hotel and sanatorium vouchers that suit them. This project is the first in the Azerbaijani tourism sector to unite three parties – the applicant citizen, the funding trade union, and the receiving hotels and sanatoriums – on a single digital platform. Within the project: • An electronic database of members has been created; • Registration and application processes are conducted in real-time; • Budget management has been digitalized and all payments are carried out online; • Real-time reporting ensures full financial transparency; • Currently, 82 partner hotels and resorts are integrated into the system; • Electronic vouchers and online booking mechanisms have been implemented. Consequently, the “e-AHİK” platform creates an effective, transparent, and modern management ecosystem for citizens, trade unions, and tourism enterprises.

Over 39,400 citizens have received vouchers; the platform integrates more than 80 hotels and sanatoriums covering all economic regions of the country, including the Karabakh region; the average cost of vouchers has decreased by more than 20%, making services more accessible to a wider population; the system currently covers up to 1.3 million labor pensioners, over 1.8 million social insurance participants, and more than 1.034 million trade union members – in total, almost 9 million people including families; 11,889 citizens received treatment vouchers; collaboration with hotels and sanatoriums has revitalized tourism and service sectors across all economic regions; the total annual value of vouchers accounts for approximately 15% of the tourism sector’s annual revenue, contributing to domestic tourism development, increased competition, and improved service quality. Overall, the “e-AHİK” project has established a new, fair, transparent, and sustainable digital ecosystem in Azerbaijan in terms of social welfare and economic development.
